URDI International Seminar on Post-disaster Reconstruction: Assistance to Local Governments and 
Communities Yogyakarta, Indonesia, 9-10 July 2007

Call for Papers URDI (Urban and Regional Development Institute) is an independent institution based 
in Jakarta- Indonesia, that aims at contributing to the realization of more sustainable urban and 
regional development with its social, economy, and environment dimensions through modes of research, 
communication, and local capacity building.

The URDI International Seminar on Post-disaster Reconstruction: Assistance to local governments and 
communities is a forum for the presentation and discussion on Pos-disaster Reconstruction in Indonesia. 
Interested participants are invited to submit papers on the listed topics.

Background Indonesia has been extremely vulnerable to natural hazards, and will always be. It is located 
on the ring of fire, and as such prone to earthquakes and volcanic eruptions as well as to tsunamis 
caused by seismic activity. The tropical climate with heavy rain showers during the wet season can cause 
flooding and landslides.

These natural hazards combined with high population densities, poverty, often poorly constructed buildings 
and deficient urban planning, inadequate warning systems and poor institutional disaster preparedness 
contribute to natural hazards to turn into disasters.

This situation leads three questions:
  -How can disasters be prevented in this hazard prone country?
  -How can recovery be enhanced when a disaster strikes?
  -What kind of assistance should be given to local governments and communities in post-disaster 
reconstruction?

A multitude of forums, seminars and conferences on post-disaster management have been organized in 
Indonesia. Most of these forums, seminars and conferences discussed topics in relation to pre- and 
post-disaster mitigation. How can future disasters be prevented and how can reconstruction now contribute
to future prevention of disasters? Issues dealt with are among others development of early warning 
systems, improving urban planning, and improving building techniques.

Discussion on disaster mitigation is extremely important, yet, another very important subject, the recovery 
process and more specific the longer term recovery process, is rarely addressed. Physical reconstruction 
is one aspect of recovery, socio-economic recovery is another. Local governments and communities need 
assistance to realize the urgency of these issues. From experiences in the past as in Aceh after the 
tsunami, in Yogyakarta after the earthquake and others, many lessons can be learned.

Past and current recovery processes show several deficiencies in:
  - Long-term planning for recovery and integrated rehabilitation and reconstruction
  - Management & coordination of recovery activities (role of various actors as national/local governments, 
international donors and communities)
  - Effectively implementing mitigation measures as building guidelines, etc.
  - Attention paid to long-term socio-economic recovery. 

The experiences in Aceh (tsunami), Pangandaran (tsunami), Yogyakarta (earth quake), Jakarta (floods) 
and Sidoarjo (mud flow) as well as other experiences in Indonesia region, show the need to address the 
long-term recovery process, and as such to drive URDI to organise a seminar on assistance to local 
governments and communities in dealing with post-disaster long-term recovery.

With this seminar URDI aims to define key problems and bottlenecks encountered in current recovery 
processes and distill lessons learned from past experiences in Aceh (tsunami), Pangandaran (tsunami), 
Yogyakarta (earth quake), Jakarta (floods), Sidoarjo (mud flow) and other experiences in Indonesia 
region as well as international experiences.

Another aim of the seminar is to define and to propose directions which may contribute to the 
effectiveness of future disaster recovery processes. Those aims will lead to kind of assistances that local 
governments and communities need in post-disaster recovery.

Objective

  - Instigate discussion on recent post-disaster recovery from the perspective of long-term sustainable 
recovery and identify encountered problems and bottlenecks as well as distill lessons learned
  - Define direction to improve the effectiveness of future disaster recovery processes

Topics of papers The papers should address one of the four themes of the seminar:

  - Long-term planning for post-disaster recovery and integrated rehabilitation and reconstruction
  - Management and coordination of recovery activities(role of various actors as national/local 
governments, international donors and communities)
  - Effectively implementing mitigation measures as building guidelines,etc.
  - Socio-economic recovery

Submissions types and formats Abstracts of 300 words maximum are invited to address the theme of the 
seminar. The title of the abstract, name of author(s), institution and contact details should be written at
the top of the paper, before the text. The abstract will be evaluated by a panel of reviewers and the 
authors will be notified of the results. Should an Abstract be selected for presentation in the seminar, the 
author will be invited to send a full version of the paper. Guidelines will be provided on the format, fonts, 
maximum number of pages. Only English edited papers will be accepted.

T h e m e: "Sustainable Regional Development: The Role of Infrastructure in Achieving 
Millennium Development Goals"

There is a growing concern in Indonesia and other parts of the world about insufficient capacity 
and poor condition of infrastructure. Indonesia faces major challenges in its infrastructure sectors as it 
seeks to consolidate and accelerate its still fragile economic recovery, improve its international 
competitiveness, and increase access to basic public services including health, communications, 
construction, transportation, energy, manufacturing and education. Global experience has shown 
that infrastructure is an important factor for improving health, education, and environment, fostering 
economic growth, and reducing poverty - all components of the Millennium Development Goals (MDGs).

This Institute will attempt to generate transfer of knowledge as well as discussion and debate on 
formulating innovative methods, strategies and approaches for infrastructure development, 
planning, and policy. The Institute consists of series of lecture by prominent researchers/policymakers 
and paper presentation sessions.  Lectures and papers are organized on topics such as Economic 
Growth and Development, Poverty and Income Inequality, Urban and Regional Systems, Infrastructure
Development and Financing, Interregional Migration, Urban and Interregional Transportation, Resource 
Utilization, Impact Analysis, Regional Modeling, Regional and Urban Planning, Environmental Quality, 
Governance and Institution, Tourism Development and Energy issues.

deadline papers may be in draft form.  Those wishing to organize a special session are encouraged

** Call for Papers - the Fifth International Convention of Asia Scholars (ICAS 5)

The Institute of Occidental Studies (IKON) and the Institute of Malay World and Civilization (ATMA), Universiti Kebangsaan Malaysia are pleased to announce the Fifth International Convention of Asia Scholars (ICAS 5).

** Indonesian Classical Music Diva to perform at Pitt

Pitt's Gamelan Ensemble, directed by Andrew Weintraub, will accompany one of Indonesia's greatest living vocal artists in a program of classical and modern music from Indonesia.

Euis Komariah (b. 1949) has received critical acclaim as a vocalist in several music genres ranging from popular to classical. She is the main artist on over 50 recordings.  Her specialty is the highly ornamented and technically virtuosic vocal style of tembang Sunda, an aristocratic musical genre of West Java, which will be featured prominently in this program. She is also a star singer in the modern gamelan music scene.  Unlike other female vocalists of her generation, Euis Komariah also plays and performs musical instruments, which is typically the domain of male musicians.  In a career spanning over 40 years, Euis Komariah has performed throughout the world. This is her first extended teaching and performance tour in the U.S.

Award-winning kacapi (zither) virtuoso Gangan Garmana will accompany her. Burhan Sukarma, a bamboo flute (suling) virtuoso, will join them for concerts at Pitt. These three musicians represent the highest standard of classical musicianship in Indonesian music today. The program will feature a variety of musical styles, from the powerful sound of the gamelan, to the contemplative strains of chamber music.

Performances take place at Pitt's Bellefield Hall Auditorium (315 S. Bellefield Ave.) on Friday, April 13 and Saturday, April 14, 2007, at 8 p.m. Tickets are available at the door. General Admission is $10, student/senior admission in $5, and Pitt students are admitted free.

Gamelan refers to a set of predominantly percussion instruments including tuned gongs, metal-keyed instruments, and drums (as well as bowed lute and  voice). Both sets will be used in the performance, as well as other instruments from West Java. Gamelan music is played as accompaniment to dance, drama, puppet theater, and martial arts, as well as for concerts of listening music. Gamelan is performed for special occasions and to mark important life cycle events. Following teaching engagements and concerts at Bates College, University of Georgia, Western Front Music in Vancouver, and Ashland University (Ohio), their tour wraps up with the following events:

** The Second International Conference in the History of Medicine in Southeast Asia (HOMSEA): Treating Diseases and Epidemics in Southeast Asia over the Centuries

The Second International Conference in the History of Medicine in Southeast Asia with the theme Treating Diseases and Epidemics in Southeast Asia over the Centuries intends to explore how the inhabitants of Southeast Asia faced the ravages of innumerable diseases and epidemics over the ages. Adopting a liberal time frame (prehistoric to modern times), participants are encouraged to trace the development of medical and religious responses to diseases and the devastation of epidemics. Further lines of thought are offered for deliberation, viz. ‘How did the peoples fight off diseases that might spell their extinction?’, ‘What did communities do to prevent the spread of certain illnesses?’, ‘Were European colonial administrations more successful in disease containment than indigenous authorities?’ These are just some of the questions that deserve attention.
