CHIEF OF PARTY

RESPONSIBILITIES: Supervise operations, administration, logistics, procurement and budgeting, financial accounting (expenditures and reporting) and Performance Based Management System management. Establish procedures for grant worthiness, funds liquidity, procurement and administrative actions. Oversee the administrative aspects of management of all subcontractors. Hire staff and ensure that program operations are in compliance with Indonesia labor laws. Communicate regularly with the USAID CTO.

QUALIFICATIONS: 10 years experience supervising complex and challenging field operations in developing counties. Familiarity and experience with USAID donor guidelines and regulations. Demonstrated track record in establishing systems and program start-up under limited time constraints, as well as overseeing multiple program areas simultaneously. Previous experience working in conflict or post-conflict countries. Fluent in written and spoken English. Fluency in written and spoken Bahasa Indonesian. DEPUTY CHIEF OF PARTY

SPECIFIC DUTIES AND RESPONSIBILITIES: Oversee program development and logistics for all components of the program. Manage and procure in-kind support for all grants. Collaborate with local, regional and international vendors and service providers to procure commodities and services, to inspect/accept goods, to verify services and monitor the use of the goods and services. Ensure procurement procedures guarantee the best value for USAID and grantees. Manage the day-to-day office operations to include petty cash and payment of rents, utilities and other operational invoices. Purchase furniture and equipment, establish and maintain administrative records, track non-expendable property and arrange for in-country and international travel of contractors.

QUALIFICATIONS: 5-7 years experience including significant management experience in a developing country context. Direct knowledge of logistics, USAID procurement procedures and the Indonesian environment. Demonstrated ability to solve difficult procurement problems and issues in the USAID context. Familiarity with commodity management tracking systems. Experience in program development in conflict-affected environments. Fluency in written and spoken English. PROGRAM MANAGER

SPECIFIC DUTIES AND RESPONSIBILITIES: Manage all aspects of Aceh Province field offices. Supervise field presence in Aceh, including operations, administration, logistics, procurement, budgeting, financial accounting (expenditures and reporting) and the Performance Based Management System (PBMS) management. Oversee the administrative aspects of management of all subcontractors in Aceh in coordination with the Chief of Party.

Monitoring and Evaluation Specialist

SPECIFIC DUTIES & RESPONSIBILITIES: Develop and design a program management database. Draft reports including success stories, field reports, semi-annual reports and thematically focused reports as requested using database information. Develop and maintain monitoring and evaluation systems and reporting, including collection of data for measuring program impact according to indicators. Develop a web-based real time data base for program activities, outputs, outcomes and results. Train staff and grantees in indicators and MIS. Develop and track Project Monitoring Plans. Coordinate closely with implementing partners and grantees in order to identify and implement lessons learned from ex-post evaluations into the structure of new programs and M&E practices. Ensure M&E technical input is shared.

QUALIFICATIONS:  3-5 years experience on international development programs, preferably in conflict-affected areas. Strong background in monitoring and evaluation. Experience working with subcontractors including in-depth knowledge of USAID regulations. Experience with civil society NGO sector a plus, including nascent organizations. Demonstrated track record in monitoring and evaluation, including developing indicators and reporting. Experience producing reports and documents under a deadline. Performance Based System Manager

RESPONSIBILITIES: Oversee data tracking information on grant receipt, review and approval process. Manage the Performance Based Management System (PBMS) including maintenance, supervision of data entry, hardware and program upgrades and web-based database submissions to USAID. Ensure database compliance with USAID grants database. Customize database reports, charts and review all database information for accuracy, consistency and completeness. Collaborate with USAID on customization and localization of the database.

QUALIFICATIONS: Previous experience working in conflict or post-conflict environments. Demonstrated computer literacy, database management and typing skills. Ability to learn quickly and work as a team member. Ability to compile information gathered from a variety of sources in a timely fashion. Grants Manager

RESPONSIBILITIES: Advise and assist in the design, development, implementation and program monitoring and evaluation of the grant-making authority and grants management policies, procedures and practices. Provide policy guidance and interpretation for program staff as well as sub-grantees. Analyze and evaluate grant applications, proposals and awards to ensure adherence to grants management policies. Ensure proper negotiation of the terms and conditions for sub-grants. Review and analyze budget estimates for allowability, reasonableness and consistency.

QUALIFICATIONS: 3-5 years experience in grants design and administration and managing and overseeing distribution of grants as well as sub-contracting. Familiarity with USAID contract management and grants management policies and procedures. Analytical skills to identify organizations eligible for grants based on pre-determined criteria, and then assess the credibility of organizations and their proposed programs. Undertake awards following review, evaluation and recommendations made by a technical review committee. Ability to determine the responsibility and grant-worthiness of organizations through financial statements, audits and other documentation presented in a proposal. Ability to establish and sustain interpersonal and professional relationships with USAID Missions, international PVOs and local CBOs. Ability to perform and prioritize multiple tasks. Election observers needed in East Timor


Support civil society groups and the transition from occupation to self-determination this summer!

On June 30th, Timor-Leste will hold its first parliamentary elections as an independent nation.  Join the East Timor and Indonesia Action Network (ETAN) in supporting free, fair elections in Timor-Leste (the official name for East Timor)!

In response to requests from Timorese civil society groups, ETAN's Solidarity Observer Mission for East Timor (SOMET) organized a team of volunteer election monitors during the April 9 presidential election and May 9 runoff. ETAN is expanding the monitoring team for the upcoming
parliamentary elections.  SOMET volunteers will work with Timorese groups to observe all aspect of campaigning, civic education, voting and post-election events, talking with groups and helping draft and publicize reports.  Timor-Leste is a beautiful Southeast Asian island nation, still recovering from a brutal, U.S.-supported military occupation.

Volunteering with SOMET will be exciting, challenging and rewarding.  Can you help further solidarity work by joining us?  We especially need you if you have election monitoring experience; are familiar with Timorese history and culture; or speak Tetum, Indonesian or Portuguese.  But ETAN will provide training, so please apply if you are interested but don't have these types of experience.

We ask volunteers to commit to a minimum of two weeks in Timor-Leste. Additionally, observers must attend a training session.  The next one is scheduled for Friday evening May 25th through Monday morning May 28th (Memorial Day weekend) in New York City.

We encourage all observers and supporters to do fundraising and outreach, both for their participation and for the overall project.  ETAN can help with these activities.

With the SOMET observer project, ETAN seeks to deepen international solidarity and organizing in the U.S. in support of the people of Timor-Leste.  On the ground and person-to-person experiences are critical to strengthening solidarity.  Observers will develop grassroots networks at
home to support their monitoring and to increase solidarity between the peoples of the United States and Timor-Leste.

RARE is Seeking a Director for Indonesia/Malaysia.

  Travel: up to 50% (30% within Indonesia and 20% internationally).

Position Overview The Director, Rare Indonesia is responsible for Rare's programmatic, operational, and financial outputs in Indonesia. In line with Rare’s 2007-2011 business plan, this position will manage and expand Rare's training and support of, as well as learning exchanges among, a growing portfolio of local conservationists working in critically important natural sites in Indonesia and Malaysia.

Key areas of responsibility are: conservation outcomes, fundraising, relationship management and partnership building, and financial and operational management. This position will be based in Bogor, Indonesia. Rare's 2007-2011 Institutional Priorities for Rare Indonesia The Director, Rare Indonesia plays a critical role in meeting each of Rare's four main priorities for 2007-2011. These priorities are:
  - Expand Rare's conservation impact in Indonesia and Malaysia.
  - Enhance and continuously improve Rare's strategies and tools
  - Unlock burgeoning potential of an alumni network.
  - Use Rare's track record and a challenge grant facility to leverage new sources of funding.

Areas of Responsibility

Conservation outcome
  - Select and train about 14 local conservation leaders each year, utilizing Rare's course in conservation education at IPB in Indonesia.
  -  Manage application process including pipeline of applicants, utilizing a process and information technology system developed by colleagues in the head office.
  -  Ensure meaningful conservation objectives for each campaign.
  -  Assist local campaign managers when developing long-term follow-up strategies and financing efforts to turn initial momentum into lasting conservation results.
  -   Develop programmatic alliances and impact locally.

Fundraising
  -  Work with the VP for Asia Pacific to assist with donor relations and managing funding pipeline; the goal is total cost recovery through a diverse funding stream.
  -  Help to write and review proposals in an effort to secure additional funding for campaigns in Indonesia and Malaysia.
  -  Participate in some donor trips to the region.
  - Help to ensure fundraising activity is well-coordinated with development staff at the headquarters.

Relationship Management
  - Manage relationships with local and regional conservation partners, the Indonesian and Malaysian governments, IPB, and some regional and national donors.
  -  Help to cultivate and build strong relationships with individuals, institutions and governments.
  -  Identify new opportunities for partnerships and funding.
  -  Raise profile of Rare with media and other audiences.

Financial/Operational Management
  -  Supervise two course managers, trainers and support staff and the Bahasa-speaking alumni network.
  -  Create and manage the Indonesia office budget, including restricted and unrestricted revenue sources.
  -  Report regularly to the VP for Asia Pacific regarding fundraising, programmatic, staff, and financial issues.
  -   Report monthly on the Director's Scorecard.
